Falls Over when baby pulls on it

We have a 12 month old and got this for her. It’s a big problem when she pulls herself up because the toy completely falls over and she has hit her head 2x already. Feels like it should be heavy enough to prevent that given it’s a walking training toy. Wouldn’t buy this.
